At the moment these School Visits are the crux of Camara’s monitoring system. In each of the Hub countries we’ve employed an M&E Officer to visit schools that have Camara computers and file reports on each. It’s really only practical to do it in the well-established Hubs because the officers need on-site management and support. So far this year the M&E Officers have visited over 150 schools.
To ensure that the findings are robust, schools are cross-checked by staff from the African and Irish Headquarters, as well as volunteers. Over thirty fields are reported on, including the number of computers functional, broken, or missing; a profile of the school in terms of gender, poverty, ethnicity, accessibility, and religion; teacher interviews; and student feedback. This method enables Camara to ensure that the computers are being used effectively, by students, and for educational purposes.
As a quick look at the reports will show, we’ve been extremely honest about the performance of our Hubs. A Dóchas-commissioned study (to be released this year) showed that 90% of the African partners that Irish NGOs work with are below standard. At Camara we’re quite open about the difficulties we encounter, and determined to address them.
